The expansion of the Legislative Council Complex at Tamar is a bold and thoughtful response to Hong Kong's evolving civic landscape—an architecture that resonates with transparency, inclusivity, and resilience. It pioneers the use of the Modular Integrated Construction (MiC) in extending an existing public building in the city.
The concept “Forward” is inspired by the triangular footprint of the extension, which resembles an arrow pointing toward Victoria Harbour. This symbolizes the promise of a brighter and clearer future for Hong Kong that the HKSAR Government has taken Forward improving the Electoral System.
The project adds approximately 12,000 sqm of GFA, providing new offices and facilities for Legislative Council Members and Secretariats. Designed to harmonize with the existing complex and nearby government buildings, the expansion minimizes operational disruption and environmental impact. It achieves an overall 36% adoption of MiC, with 88% applied to Members’ facilities in the L-shaped portion.
