Ir. Thomas Tong Ir. Tong is a structural and construction engineer with 25+ years’ experience in Hong Kong and overseas. He specialises in MiC, MiMEP, and advanced materials, embedding Design for Safety into both delivery and long-term maintenance. As Executive Director and Head of Innovation at AIS, he develops products and digital tools to improve productivity, reduce maintenance risks, and enhance long-term building safety.
Ir. Richard Tse Ir. Tse is a Fellow member of the Hong Kong Institution of Engineers (HKIE) and Chartered Fellow of the Institution of Occupational Safety and Health (IOSH) Hong Kong. He was the past Chairman of the MIE Division of HKIE and a past Chair of the IOSH Hong Kong. He brings an exceptionally rare combination of professional credentials to the disciplines of engineering, safety, management accounting, property management and insurance. He founded his own company, Allied Rich Asia Limited which is based in Hong Kong, with the business focus of sustainable building solutions since mid-2018 serving the Asia Pacific markets. |

In this talk, it contains the following two parts. Part 1 – Safer Buildings, Safer People: Professionalising Maintenance to Protect Operatives, Owners and Assets (Ir Thomas Tong) Ir Tong will share how engineering and technology can reset performance in the building maintenance sector. Key points include: Using advanced, data-driven pre-tender surveys to improve planning accuracy and risk identification; Applying automated structural design and IoT monitoring to reduce temporary works risks and on-site incidents; and Leveraging digital quality control and advanced materials to achieve durable, safe and cost-effective maintenance outcomes that better protect operatives, building owners and assets.
Part 2 – Engineering Safety, Risk Transfer and Financial Resilience for the Built Environment (Ir Richard Tse) In Hong Kong's complex built environment, professionals across engineering, surveying, architecture, landscape architecture, and occupational safety have traditionally operated within disciplinary silos, respectively on technical integrity, asset valuation, design and compliance, environmental sustainability, and risk mitigation. Meanwhile, insurance is often treated as an afterthought, a financial transaction handled separately from operational decision-making. To address these inefficiencies, Ir Tse introduces an integrated framework that unites engineering safety, risk management, insurance, and management accounting to transform safety from a cost centre into a value driver. |
