Synopsis
The Environment and Ecology Bureau and the Agriculture and Fisheries and Conservation Department are in the process of updating Hong Kong’s Biodiversity Strategy and Action Plan (BSAP). A 2-month public consultation was launched on 12 May 2025.
In advance of this, more than 120 people from 67 organisations, including leading experts from universities, non-governmental organisations, and the corporate sector, worked together for nine months last year to make recommendations to the Government for the forthcoming BSAP consultation. The process was led by the Hong Kong Biodiversity Expert Group Steering Committee (HKBEG) with Prof Christine Loh as Chair, and Dr Michael Lau as Vice Chair, while the Business Environment Council convened a dedicated focus group for the corporate sector.
HKBEG submitted its report to the HKSAR Government in December 2024 containing 75 priority recommendations. Five priority areas were highlighted, each with detailed recommendations:
