The Challenge:

Hong Kong’s urban core faces a dual crisis: decaying infrastructure (over 9,500 buildings aged 50+ years) and a rapidly aging population (projected 1 in 3 residents will be 65+ by 2040). Stagnant redevelopment, fragmented ownership, rising construction costs, and competing heritage preservation demands have created complex barriers to renewal—leaving communities trapped in unsafe, inefficient housing while eroding neighborhood identity.
